English Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a latest poll of municipal councils, English councils are preparing to sell community centers, sports centres, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in England stated that six out of ten of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling playing fields and open spaces to shore up their budgets, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would prioritise restructuring services and using financial reserves to weather increasing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in southeast England announced its property management strategy included the sale of a retail complex in a local town and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Council Tax Increases and Broader Financial Pressures

This research of local authorities in the coalition, which includes several urban centers, also found that more than 70% of authorities will need to raise council taxes next April to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures take time to achieve both better provisions and financial savings,” stated Vince Maple.

He continued: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of county councils recently further found council budgets being stretched by the growing number of children and older individuals requiring Send support.

A network of councils said that council deficits will hit £4.4bn a year by 2029, as they grapple to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) for English councils, many participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“While only one key city is among the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The figures underscores the scale of difficulties facing local leaders across major urban centers in the coming year,” the report added.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the real levels of deprivation and demand,” said a council leader.

“Lacking this, councils will continue to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the past 12 months, the survey found.
